Greetings!!
It has been 30 years since Narmada Bachao Andolan (NBA) took on the struggle against the illegalities of the Sardar Sarovar Dam which marked lakhs of people to be removed from their villages to make way for the dam. Year after year, the NBA fought relentlessly for rightful compensations and rehabilitation to the villagers which comprised a large number of adivasis, dalits, women, fisher folks, landless, small and marginal farmers. The 30 years long non-violent struggle took the national and international discourse on developmental paradigm, policies and priorities to different level, by locating the difficult questions of participatory democracy as also human, social, environmental, cultural costs at the centre-stage.
In 2014, as the NDA Government came to power, Prime Minister announced its first decision without consultation of concerned ministries to increase the height of the Sardar Sarovar Dam by 17 mts to its final height of 138.68 meters which would further bring more villages under submergence and devastate lives, livelihoods, cultures of thousands of people and communities in the Narmada valley. Permanent submergence up to final height would impact an estimated 2.5 lakh people and wipe out a glorious civilizational history and ethos.
A fact finding was conducted by some eminent citizens and political representatives in May (as a part of the Delhi Solidarity Group) and came out with a report which has brought into light the fact of absolute failure of the government in rehabilitating families from those villages which were submerged years back. The conclusions and findings of the central fact finding team (CFFT) are shocking to say the least and have reinforced the claims of grossly inaccurate surveys, massive corruption, multiple violations and non-compliance of judicial orders, enormous work of pending rehabilitation, denial of land and livelihoods to thousands, abysmal state of resettlement sites, unlawful submergence, etc. The CFFT has also questioned the urgency of the construction, without realizing the claimed benefits potential already attained and without completing rehabilitation. On the other hand, large scale diversion of command area land and water to corporate interests in Gujarat is being reported in the media as well and revealed through RTI replies of Govt. On the eve of a year of the unlawful decision, the CFFT released its Report called "Drowning a Valley – Destroying a Civilization". In light of these findings and also the recent land ordinance which is being proposed at the Centre to make land acquisition easier, non-transparent and arbitrary a Day-Long Convention on the Reality of the Sardar Sarovar Project: Past, Present and Future is proposed to be held at Delhi on the 28th July, 2015 at Constitution Club of India, Rafi Marg, New Delhi .
The Convention seeks to address some critical questions, including:
· What is to be the fate of the thousands of families i.e., lakhs of people remaining to be rehabilitated? Will they be drowned with their properties, environs, commons and culture?
· How much of cost will the nation be paying in terms of the destruction of one of the oldest of civilizations in the world and is it being compensated or mitigated as per the conditions put forth in law?
· How and when will the State and its various agencies be held accountable for the gross violation of human rights and disregarding the judgments of the Supreme Court
· How far are the benefits being realized and reaching the needy in Gujarat as also in M.P. and Maharashtra after monstrous construction and huge expenditure, to go up to Rs. 90,000 crores?
· What can and should be our position, role and responsibility towards the challenge? Can we leave the people of the valley to bear the consequences alone?
· How to raise cross-cutting solidarity and support on the legal, political and media fronts for the people's struggle in Narmada and elsewhere in these challenging times?
Your inputs on finding the way ahead to these difficult questions and challenges", amidst the development euphoria, the 'Achhe Din' on one hand and rising concern for social and environmental issues on the others would be most valuable.

नर्मदा और उसके लोगों के बचाव के लिए तीस वर्षों का संघर्ष: जीवन,चुनौतियाँ और आगे का रास्ता

नर्मदा बचाओ आन्दोलन 30 वर्षों से सरदार सरोवर बाँध के खिलाफ संघर्षरत है। यह संघर्ष कानूनी उल्लंघनों, लाखों की संख्या में आदिवासियों, दलितों, महिलाओं, मछुवारों, भूमिहीनों, छोटे और सीमान्त किसान के समुचित मुआवजा और पुनर्वास के लिए आज भी जारी है। नर्मदा के 30 वर्षीय शांतिपूर्ण किन्तु कड़े संघर्ष ने विकास, नीतियों और प्राथमिकताओं को राष्ट्रीय और अंतर्राष्ट्रीय स्तर पर सहभागी लोकतंत्र के कठिन प्रश्नों को उठाकर जिसमे मुख्यतः इंसानों, समाजों, पर्यावरणीय, सांस्कृतिक पर केन्द्रित कर एक अलग ही स्तर पर पहुचाया है।
2014 में एनडीए सरकार के सत्ता में आते ही प्रधानमंत्री ने सबसे पहला काम सरदार सरोवर बाँध की ऊँचाई 17 मीटर और बढ़ाकर 138.68 मीटर तक पहुचाने का आदेश देने का किया है। इसका सीधा असर फिर से नर्मदा घाटी के बहुत सारे गाँवों और हजारों के संख्या में लोगों को डूब क्षेत्र में ले आएगा जिससे उनके जीवन, आजीविका और वहाँ की संस्कृति तबाह हो जायेगी। बाँध की उंचाई बढ़ने के बाद डूब क्षेत्र में आने के कारण करीब 2.5 लाख लोग अपने जीवन और आजीविका से वंचित हो जायेंगे और इसके साथ ही एक प्रसिद्ध सभ्यता के इतिहास का अंत हो जायेगा।
कुछ प्रसिद्द नागरिक और राजनीतिक प्रतिनिधि के द्वारा (दिल्ली समर्थक समूह के सहयोग से) ऊपर लिखित तथ्यों की जांच मई महीने में की गयी। जिनकी रिपोर्ट में प्रभावित गाँव और परिवारों के पुनर्वास में सरकार की विफलताओं को प्रकाश में लाया गया है। केंद्रीय जाँचदल का निष्कर्ष भी हमारे दावों के अनुरूप ही आया जिसमें गलत सर्वेक्षण, भारी मात्रा में घूसखोरी, अदालत के आदेशो की अवमानना, हजारों लोगों को भूमि और आजीविका से वंचित रखना, पुनर्वास की जगहों की बुरी स्थिति और भी बहुत कुछ पाया गया। उन्होंने लाभ के दावो को परखा और पुनर्वास के कार्य को किये बिना, निर्माण पर भी सवाल उठाये हैं। वहीँ दूसरी तरफ गुजरात में लाभ क्षेत्र का परिवर्तन और पानी को व्यावसायिक लाभ के लिए मोड़ना विभिन्न आरटीआई के द्वारा सामने लाया गया है। इस केंद्रीय जाँचदल ने अपनी रिपोर्ट "Drowning a Valley – Destroying a Civilization"प्रस्तुत की। इससे संबंधित दो फिल्म "Narmada Valley Revisited: Fact Finding on Zero Balance" और "30 Years of The Narmada Struggle" भी देखें।
इन निष्कर्षों के आधार पर और भूमि अधिग्रहण को सरल, पारदर्शिताहीन और धोखा देने वाला प्रस्तावित भूमि अधिग्रहण विधेयक के सन्दर्भ में "सरदार सरोवर परियोजना की सच्चाई: भूत, भविष्य और वर्तमान" को सामने लाने के लिये दिल्ली में 28 जुलाई, 2015 के दिन एक दिवसीय सम्मेलन कॉन्सटिट्यूशन क्लॅब,रफ़ी मार्ग, नई दिल्ली में रखा गया है।
इस सम्मेलन में निम्नलिखित प्रमुख सवालों पर चर्चा होगी।
१. लाखों लोग जिनका पुनर्वास बाकी है, क्या उनकी सारी सम्पतियाँ, संस्कृति, और पर्यावरण डूब जायेंगे? क्या होगा इन हजारों परिवारों का?
२. इतनी पुरानी सभ्यता के विनाश के लिए इस राष्ट्र को कितना मूल्य चुकाना पड़ेगा, और क्या इसकी क्षतिपूर्ति और राहत कार्य कानून के अनुसार हो पायेंगे?
३. बड़े स्तर पर मानवीय अधिकारों के उल्लंघन और सुप्रीम कोर्ट की अवमानना के लिए कब और कैसे राज्य और उसकी संस्था को जिम्मेदार बनाया जायेगा?
४. इस विशाल परियोजना और इसके ऊपर किये खर्च जो 90,000 करोड़ रूपये तक जा चुका है, उसका लाभ कहाँ तक गुजरात, मध्य प्रदेश और महाराष्ट्र के जरुरतमंदों तक पहुँच पायेगा?
५. इस चुनौती के समक्ष हमारी भूमिका और जिम्मेदारी क्या होनी चाहिए? क्या हम नर्मदा घाटी के लोगों को इसका परिणाम झेलने के लिए अकेला छोड़ दे?
६. नर्मदा घाटी में लोगों के संघर्ष और ऐसी अन्य जगह की दूसरी चुनौतियों को देखते हुए, कानूनी, राजनीतिक और पत्रकार मित्रों के साथ एकजुटता और समर्थन कैसे बनाये रखें?
इस तथाकथित विकास के दौर में जहाँ एक तरफ 'अच्छे दिन' और दूसरी तरफ सामजिक और पर्यावरणीय मामलो पर बढ़ती चिंता पर आपके सुझाव व आगे बढ़ने के कठिन प्रश्नों और चुनौतियाँ महत्वपूर्ण होंगे। इस ऐतिहासिक संघर्ष में हम सभी आपको इस सम्मलेन में अपने विचारों और सुझावों को रखने के लिए आमंत्रित कर रहे है।
