In accordance with the Civil Aviation Requirement Section 3, Series M, Part IV, airline are required to submit data on number of cases of denied boarding, cancellations and delays along with the status on a monthly basis.

Haj 2010 operations
New Delhi: September 16, 2010.
The Union Cabinet today gave its approval to various issues concerning the Haj 2010 operations. This year approximately 1,70,000 pilgrims from India will be going for Haj. Out of these 1,25,000 pilgrims will go through Haj Committee of India. The number of pilgrims who could perform Haj during a particular year is decided by the Saudi Arabian Government.
Air travel arrangements for these 1,25,000 pilgrims will be made by the Ministry of Civil Aviation. These pilgrims will be carried from 21 embarkation points through chartered flights. Bhopal and Goa have been added as new embarkation points this year.
This year each pilgrim going on Haj through Haj Committee of India will pay Rs.16,000/-( plus airport charges) as air fare and the balance air fare (cost of operations) will be borne by the Government.
This year most of the pilgrims will be carried by Saudi Arabian Airlines, National Private Air Services Company Limited (NAS) and Al-Wafeer Air, which have been selected through a sealed tender process. Air India will coordinate the operations and provide support on cost basis, wherever required.

Release of additional instalment of dearness allowance to Central Government employees and dearness relief to Pensioners due from 1.7.2010 to compensate for price rise
New Delhi: September 16, 2010.
The Union Cabinet today decided to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2010 representing an increase of 10% over the existing rate of 35% of the Basic Pay/Pension, to compensate for price rise.
The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief will be of the order of Rs. 9303.2 crore per annum and Rs. 6202.1 crore in the financial year 2010-2011 (for a period of 8 months from July,2010 to February, 2011).

Exchange of defence land in Fort Belgaum with non-agricultural land of Ramakrishna Mission Ashram at Village Nanawadi, Belgaum approved
New Delhi: September 16, 2010.
The Union Cabinet today approved the proposal for the exchange of 3267 sq. ft. of defence lard in GLR Survey No.346 in Fort Belgaum with 5400 sq. ft. non-agricultural land of Ramakrishna Mission Ashram in Survey No.31/2 at Village Nanawadi, Belgaum. The defence land in this area is sandwiched between civil pockets and cannot be effectively used for Army purposes.
The land offered by Ramakrishna Mission Ashram is contiguous to defence land and non-agricultural, which can be gainfully used by Army. Thus the exchange is beneficial to the Government.

Modified National Agricultural Insurance Scheme (MNAIS) approved
New Delhi: September 16, 2010.
The Cabinet Committee on Economic Affairs today approved the Modified National Agricultural Insurance Scheme (MNAIS). The modified NAIS has been formulated, incorporating the necessary changes/modifications in consultation with States to remove the deficiencies and make it more comprehensive and farmer friendly.
The Scheme will be implemented as a Central Sector Scheme on a pilot basis in 50 districts in last two years of 11th Five Year Plan starting from the Rabi season of 2010-11. Approval has also been accorded for making budgetary provisions of ` 358 crore for the Modified NAIS for the years 2010-11 and 2011-12.
With the introduction of the modified scheme, it is expected that an increased number of farmers will be able to manage risk in agriculture production in a better way and will succeed in stabilizing farm income particularly at the times of crop failure on account of natural calamities.
Keeping in view the various risks involved in agriculture production, the Ministry of Agriculture has been implementing the National Agricultural Insurance Scheme (NAIS) as a Central Sector Scheme since Rabi season 1999-2000 to insure the farming community against these risks. It was reviewed based on the experience gained from its implementation, in which many deficiencies in the scheme were identified.
The approved scheme has the following features:
(i) Actuarial premiums will be paid for insuring the crops, hence the claims liability would be on the insurer;
(ii) The unit area of insurance for major crops is village panchayat;
(iii) Indemnity amount shall be payable for prevented sowing/planting risk and for post harvest losses due to cyclone;
(iv) On account payment up to 25% of likely claims would be released as advance for providing immediate relief to farmers;
(v) Uniform seasonality discipline for loanee and non-loanee farmers;
(vi) More proficient basis for calculation of threshold yield and minimum indemnity level of 70% instead of 60%;
(vii) Modified NAIS with improved features will have two components i.e. compulsory and voluntary. Loanee farmers will be insured under 'compulsory category' while non-loanee farmers will be insured under 'voluntary category';
(viii) Private sector insurers with adequate infrastructure and experience would also be allowed in the implementation of MNAIS.

Revised cost estimates for implementation of Information & Communication Technology in the Indian judiciary as a Mission Mode Project "E-court" under the National e-Governance Plan
New Delhi: September 16, 2010.
The Cabinet Committee on Economic Affairs today approved an amount of ` 935 crore as the revised cost estimate for implementing the E-Courts project in the country. The cost approved earlier for the project in 2007, was ` 441.8 crore. E-Courts is one of the Mission Mode projects of e-Governance under the National e-Governance Plan.
The revised cost estimate for the project now covers 14249 courts in 3069 court complexes as against the coverage of 13348 courts in 2100 court complexes approved earlier.
Comprehensive computerization and ICT enablement of 12000 courts in 2100 court complexes will be completed by 31st March 2012. The remaining 2249 courts in 969 court complexes will be fully computerized by 31st March, 2014. Among other things, the revised cost estimates makes provisions for Wide Area Network connectivity and data entry of pending cases and providing for equipment for uninterrupted power supply for the ICT infrastructure at the courts.
An Empowered Committee will be constituted in the Department of Justice that will be responsible for providing strategic direction and guidance to the project.
The implementation of the project will result in transparent flow of information on case status, verdict of cases, etc. to the litigants and other stakeholders. It will also help in improving case flow and court management. The project also provides for establishment of video conferencing facilities in courts and prisons to facilitate production of under-trial prisoners.

National Conference on Rabi Campaign 2010 begins tomorrow
Best Performing States to Receive Trophies
New Delhi: September 16, 2010.
The National Conference on Agriculture for Rabi Campaign 2010 begins here tomorrow. Besides discussion on progress in Kharif sowing, strategy for the forthcoming Rabi season will be deliberated upon and finalized during the two-day conference.
Kharif assessment and special focus on core issues for Rabi in the context of drought/ deficient rainfall, efforts to increase wheat production and more coverage under Rabi/summer rice, National Food Security Mission (NFSM), Rashtriya Krishi Vikas Yojana, Integrated Scheme of Oilseeds, Pulses, Oilpalm and Maize (ISOPOM), strengthening of extension machinery at State level, availability of seeds and fertilizers are on the agenda of the conference.
The conference will be attended by senior officers of State Agriculture Departments, experts and representatives of the concerned Ministries, scientists from ICAR, other research institutes and crop directorates.
It will be inaugurated by Shri Sharad Pawar, Minister of Agriculture, Consumer Affairs, Food and Public Distribution. Prof. K.V. Thomas, Minister of State for Agriculture, Consumer Affairs, Food and Public Distribution will also address the conference.
Three books named- Hybrid Rice Seed Production, System of Rice Intensification, Case Study of Drought 2009 will also be released on this occasion.
Agriculture Minister will also present best performing States under NFSM with trophies.

Domestic Passengers Carried by Indian Scheduled Airlines in the Month of August 2010
New Delhi: September 16, 2010.
The total domestic passengers carried by the Scheduled Airlines of India in the month of August, 2010 were 39.89 lakhs. It may be recalled that the total domestic passengers carried by the Scheduled Airlines of India in the month of July, 2010 were 40.84 lakhs.
The break-up for the month of August, 2010 is as follows:
Air India (Domestic) – 7.30 lakhs, Jet Airways –7.79 lakhs, Jet Lite – 2.99 lakhs, Kingfisher – 7.97 lakhs, Spice Jet – 5.02 lakhs, Go Air – 2.26 lakhs, IndiGo – 6.56 lakhs.
The percentage share of the carriers in the month of August, 2010 is as follows:
Air India (Domestic) – 18.3%, Jet Airways – 19.5%, Jet Lite – 7.5%, Kingfisher – 20.0%, Spice Jet–12.6%, Go Air – 5.7 % and IndiGo – 16.4%.
The seat factor of the domestic airlines in the month of August, 2010 was:
Air India (Domestic) – 65.5%, Jet Airways – 70.4%, JetLite – 73.2%, Kingfisher Airlines – 80.9%, Spice Jet – 70.3%, Go Air –72.0% and IndiGo – 74.5%.

Three Pirate Boats in Four Days
New Delhi: September 16, 2010.
On 15 Sep 10, while on an anti piracy escort mission in the Gulf of Aden, Indian Naval Ship Delhi successfully neutralised another pirate boat, the third in four days, while escorting Merchant Vessels.
Deployed in the Gulf of Aden since mid July 2010, INS Delhi was escorting 06 merchant vessels with a cumulative strength of 40 Indians amongst the 147 crew on board the six ships. At about 1000h on 15 Sep 10 in a position 108km South of the Yemeni Coast, in the IRTC (International Recommended Transit Corridor), a dhow was detected approaching the formation. The dhow was intercepted and boarded by a team of Marine Commandos. A cache of arms including a 7.62 mm rifle, 06 Rocket Propelled Grenades (RPGs) and ammunition was found on board the dhow. The dhow was disarmed. The team from INS Delhi had thus successfully mitigated piracy threats in the Gulf of Aden. It is indeed notable that this was the fourth such action, taken by INS Delhi, three being in the last four days. It maybe recalled that INS Delhi had, earlier, similarly disarmed boats on 05th, 12th and 13th Sep
Since the Indian Navy started it's anti-piracy operations in Oct 2008 this is the 18th piracy attack that has been prevented. The Indian Navy continues to ensure safety of ships and their crew irrespective of their nationality, in keeping with true Naval traditions.
