"the need to hold a second RIM conference" - Communist (Maoist) Party of Afghanistan

Report:
Party seminar on the line of the new Manifesto and Constitution of the Revolutionary Communist Party, USA and the New Statement of the Central Committee of the Communist Party of Iran (MLM) and the Position of the Communist (Maoist) Party of Afghanistan in this Regard

A Party seminar on the line of the new Manifesto and Constitution of the Revolutionary Communist Party, USA and the new statement of the Central Committee of the Communist Party of Iran (MLM) and the position of the Communist (Maoist) Party of Afghanistan on these issues, which spanned over several days, was held successfully.

Preparation for this seminar required several months and was carried out in two stages. First, the topic and time of holding the seminar was conveyed to all party units so that all party units and their representatives could prepare to participate.  Secondly, the precise time of the seminar was conveyed to party unit representatives so they would complete their preparation for participating in the designated time and place.

The political bureau of the central committee of the party led the whole preparation process so that in the first stage, along with carrying out other revolutionary duties and responsibilities, it also carried out this responsibility.  In the second stage which took several weeks, however, the political bureau more or less focused on preparing to hold the seminar.

Despite the nonattendance of some of the party unit representatives from out of the country, and a few of the party unit representatives from within the country, due to travel related difficulties, illness and other issues, the presence and participation of comrades in the seminar was overwhelming.

The seminar commenced with the international anthem. Then, comrade Esa's (Ustad Yuosuf Momand) death was commemorated. Every comrade present stood and observed a minute of silence to honour that comrade's death.

All comrades participating in this seminar expressed their opinions on the subject under discussion by presenting papers or delivering speeches that were welcomed by the warm acclamations of the comrades in attendance. Some overseas party units who were unable to send their representatives sent instead their written positions on the relevant issues. These papers were read aloud by a few comrades present and were welcomed by the participants, subjected to debate and discussion. During the discussions on the presentations and speeches of the comrades there were several questions raised that led to thought-provoking debate and pondering. The overall conclusions reached in the seminar, however, had the support of all of the participants.

A relatively detailed summation of the final conclusions of the seminar would be published after being prepared for external publication. Meanwhile, parts of the seminar materials that are not suitable for external publication, would remain internal documents and be reflected in the pages of the party's internal organ.

The main points of the final summation of the seminar are as the following:

1-The seminar approved the line of the fourth plenum of the central committee of the party regarding the line of the new Manifesto and the new Constitution of the Revolutionary Communist Party, USA, along with the position of the political bureau of the central committee of the party regarding the new statement of the Communist Party of Iran (MLM), and demanded the continuation, intensification and expansion of the embryonic line struggle in this specific case and other similar issues (i.e. Nepal, Peru, etc.) through internal and external methods.

2-The seminar emphasized the need to carry out active struggle for ending the current inactive situation of RIM and ending the lack of an international leadership and coordinating center for RIM and the entire global Marxist-Leninist-Maoist movement. Moreover, based on the demand of the forth plenum of the central committee of the party regarding the need to hold a second RIM conference, the seminar proposed an international Marxist-Leninist-Maoist conference composed of the members of RIM and other Maoist forces around the world for restarting and expanding the activities of RIM.

3-The seminar, in the light of the experience of the quarter century activities of RIM and the recent developments within RIM and its members, specified the basic lines for a summation and analysis of these struggles.  It emphasized that this summation, along with the summation of the struggles of the Maoist forces outside of RIM––in the continuation of the lessons of experiences of the past proletariat revolutions and the deepening and further expansion of these experiences through the collective struggles of the international Maoist forces––can and should construct a suitable and principled framework for holding a broad international conference of the Maoist forces and their broader global regrouping.

4- In participating in the ideological-political discussions with the members of RIM, in the propagation of our party's position on the international level, in making relations with Maoist, anti-imperialist and anti-reactionary forces of the other countries, and in pursuing solidarity work with the revolutionary struggles of other countries, the seminar evaluated and found the international activities of our party extremely deficient. The seminar concluded that this situation is the reflection of the inactive method of work in our party that has negatively affected all aspects of our party's activities. It is clear that the international activities of our party can and should be carried out in a more serious and principled way. Therefore, our party needs to focus on its international activities as part of an overall approach of reforming our party's current methods of struggle. This desire cannot be achieved, however, by merely focusing on the aforementioned struggles. Only through a struggle for reforming the current methods of work, linked to the implementation of the revolutionary strategy of our party (the national revolutionary people's war of resistance as the current form of the people's war in Afghanistan), along with preparing to hold the next party congress, can we eliminate the current inactive situation of our struggles in all aspects, including the international domain, and thus rejuvenate and revitalize our party.
